Oklahoma still needs a game for 9/7/2019.
For a long time rumblings I had heard were for New Mexico State or UMass but confirmation on that hasn't ever really popped so here is a list from last year so hell I'm bored so why not just work this out? Money game for Oklahoma come with a payout above $1million. Body Bag games help non-blue blood programs float their athletic departments so I genuinely find them interesting in how they are put together.
Temple- Off table: series announced for 24-25
La Tech - Off table, scheduled vs Grambling State on 9/7, open on road @ Texas
Marshall- Plausible- open date on the 9/7, however unlikely due to schedule difficulty for The Herd
Western Kentucky - Off table, scheduled @ Indiana on 9/7
Buffalo - Off table, scheduled vs Penn State on 9/7
Kent State - Plausible, Kent seems to schedule two money games a year. OU fits.
UMass - Plausible As an Independent Umass has some unique scheduling challenges OU fits
Toledo - Plausible unlikely due to schedule difficulty for the Rockets
Central Michigan
Wyoming - Off table, scheduled on road vs Texas State
Arkansas State -Off table, scheduled on road vs UNLV
Idaho - Plausible, unlikely due to Idaho's drop to FCS
ULL - Off table, OOC schedule full on other dates
Georgia Southern - Plausible. unlikely due to schedule difficulty
New Mexico State - Plausible, as an Indepedent NMSU has some challeges. OU Fits
South Alabama - Plausible unlikely due to schedule difficulty
Texas State - Off table, hosting Wyoming on 9/7

So yea I'm fairly confident that one of those three will complete the 2019 schedule barring a schedule change of some sort of the previous five. I would expect something to finally pop on this in the spring, Oklahoma also has two home dates to fill for 2020 at this point so that is something to watch this spring/summer as well
UPDATED/ 3/14/17 I moved NMSU to Off Schedule due to them filling their schedule. I'haven't heard any recent rumblings at all but apparently per their fan forums Kent State is looking to go to a 2 body bag game schedule a year, so perhaps Kent State is the front runner.
A dark horse: Liberty.- will be an FBS independent in 2019, I doubt that happens for a variety of reasons?
UPDATED 4/3/2017: Oklahoma scheduled FCS South Dakota to fill out the 2019 schedule. Which is kinda ass. Oklahoma announced future games with Tennessee in 2020 and in 2024.
